Is ChatGPT a search engine? What OpenAI's own docs say, for a business that wants to be found
Short answer
Partly. ChatGPT is a chat assistant that runs web searches when a question needs current information, using outside search providers and OpenAI's own index. To be eligible, let OAI-SearchBot crawl your site. Placement is not guaranteed.
ChatGPT searches the web when a question needs current information, rewrites your customer's question into its own queries, sends some of them to outside search providers, and keeps its own index and cache. What OpenAI's help pages said on 11 October 2026, how that differs from Google, and the parts a business can control.
On 11 October 2026 we typed "is chatgpt" into Google and watched what it finished with.
Four of the suggestions were about search: "is chatgpt search engine", "is chatgpt search better than google", "is chatgpt search free" and "is chatgpt searchable on google".
So people are not asking whether ChatGPT is clever. They are asking whether it has replaced the box they used to type into.
We went to OpenAI's own help pages for the answer, and read them in a browser on the same day.
Here is the complication. The tidy answer, that ChatGPT is a chat window bolted onto someone else's search engine, is not what OpenAI's documentation describes. And the real answer changes what you should fix first.
Step 1: ChatGPT decides whether to search at all
OpenAI's help article Searching the web with ChatGPT, read on 11 October 2026, opens with a conditional.
ChatGPT "may search the web automatically when your question would benefit from current information."
May. Not must.
So the first filter between your business and a ChatGPT answer is not a ranking. It is a judgement about whether the question needs the live web at all.
A user can force the issue. The same page says you can open the tools menu, pick Search, or type a slash in the composer and choose it. Most people asking about a plumber or a dentist will never do that.
That is the honest answer to the first autocomplete query. ChatGPT is a chat assistant that sometimes behaves like a search engine, and the switch is mostly in its hands.
Step 2: it rewrites your customer's question
When ChatGPT does search, it does not send the customer's words.
OpenAI's help page says ChatGPT search "typically rewrites your query into one or more targeted queries" and sends those to search providers. After reading the first results, it "may send additional, more specific queries to other search providers."
Read that twice if you sell anything locally.
The page also says ChatGPT collects general location from the user's IP address and may share that general location with third-party search providers. If memory is on, saved memories can shape the rewritten query too.
So the query that finds you is one your customer never typed. It carries their rough location, sometimes their stated preferences, and whatever wording the model chose.
Google describes the same move for its own AI features. Its Search Central page AI features and your website, read on 11 October 2026, says AI Overviews and AI Mode "may use a 'query fan-out' technique," issuing multiple related searches across subtopics.
Same idea, two companies. You are being matched against the sub-questions, not the headline one.
Step 3: where the results come from
This is where the tidy version breaks.
OpenAI's help page says ChatGPT search "sometimes partners with other search providers." For how those providers handle queries, it links two privacy policies: Microsoft's and Shopify's.
That is the full list of outside providers OpenAI names on that page. It does not say how often each one is used, and we are not going to guess.
But there is a second source, and it is OpenAI's own.
A separate help article, Offline web search for ChatGPT workspaces, read on 11 October 2026, describes a mode where ChatGPT uses "OpenAI's indexed and cached web content instead of using live web search at the time of each request."
OpenAI has an index. It says so.
That mode is limited to certain workspace setups, not the consumer app. But the index exists, and the same page lists why a page might be missing from it or stale:
- the site blocks crawling through robots.txt or similar controls
- a CDN or bot-blocking setting turns the crawler away
- the page needs a login or personalisation
- the content depends heavily on scripts or dynamic loading
- the page is new, rarely accessed or low-signal
- the site structure makes deeper pages hard to discover
Every line on that list is something a business can check this week. Five of the six are in your own hosting setup.
Step 4: how ChatGPT ranks, in its own words
OpenAI says less here than most people want.
The search help page says ChatGPT "ranks search results using multiple factors intended to help users find relevant, reliable information." Then: "Placement is not guaranteed."
That is the whole ranking statement for websites. No factor list, no weights.
For products it says more. The help article Shopping with ChatGPT Search, read on 11 October 2026, says product results "are selected independently by ChatGPT and are not ads."
It lists what ChatGPT considers: structured metadata such as price and product description from first-party and third-party providers, other third-party content, and the answer the model generated before it read any new search results.
That last input deserves a slow read. What the model already believes about you shapes which products it surfaces, before the fresh search lands.
Merchants, the same page says, are ranked on "availability, price, quality, and whether they are the maker or primary seller." Shopify stores are already integrated through Shopify Catalog with no extra work, and other merchants can apply to send OpenAI a direct product feed.
Step 5: how that differs from Google
Google publishes its pipeline in plain steps.
Its In-depth guide to how Google Search works, read on 11 October 2026, names three stages: crawling, indexing and serving results. It also says Google "doesn't accept payment to crawl a site more frequently, or rank it higher."
And Google's AI features page says there are "no additional requirements" to appear in AI Overviews or AI Mode. A page must be indexed and eligible to show with a snippet. You "don't need to create new machine readable files, AI text files, or markup."
So here is the difference that matters to a business.
Google returns a list and tells you, in writing, how pages get onto it. ChatGPT returns one answer, decides on its own whether to search, rewrites the query, pulls from outside providers or its own index, and publishes one sentence about ranking.
Is ChatGPT search better than Google? Wrong question.
The useful question is which one your customer asked, and whether you were readable by both. OpenAI's own help page warns that its search results and citations "can be incomplete, outdated, or incorrect," and tells users to open the cited source to check it. Google's guide says it does not guarantee it will crawl, index or serve any page. Neither company promises you anything.
And Google's own answer engine is two keys away in Chrome: press Tab then Enter to ask AI Mode.
Our post on how much of an AI citation is just your Google ranking covers the overlap between the two, with the studies named.
Step 6: what changed since our older posts
Two of our own posts need a note.
In how AI assistants decide which businesses to recommend, the FAQ says ChatGPT does not keep a dedicated local business index and runs web searches instead. That still matches the consumer search page. But OpenAI now documents its own indexed and cached web content in the offline search article, so "it only runs outside searches" is no longer the full picture.
And the search help page now describes restaurant reservations inside ChatGPT, showing availability from OpenTable, Resy or Yelp depending on the restaurant. For a restaurant, being in those systems is part of being findable in ChatGPT, separate from your website.
NovaTechRay flags it here rather than leave the older answer standing alone.
Step 7: what a business controls
Less than an SEO would like. More than nothing.
Crawler access. OpenAI's search help page says that to be eligible, allow OAI-SearchBot and confirm your host or CDN allows traffic from OpenAI's published searchbot IP addresses. The robots.txt detail is in our GPTBot, OAI-SearchBot and ChatGPT-User breakdown, so we will not repeat it.
Readable pages. The offline search list of failure reasons reads like a technical SEO audit: no login walls on public facts, no content that only exists after scripts run, a structure a crawler can walk.
Third-party listings. ChatGPT's queries go out to outside providers and its product results lean on third-party metadata. The places that describe you are part of the answer.
Product data, if you sell products. A clean feed or a Shopify Catalog listing is the documented route.
What you do not control is whether ChatGPT searches, how it rewrites the question, or where you land. That is why NovaTechRay does not sell a ChatGPT position: any vendor promising one is promising something OpenAI itself does not.
If your business lives on video, where that video sits matters too. VALORAE Media's breakdown of why Reels miss ChatGPT and YouTube videos get cited covers that half.
The short version
- Treat ChatGPT as an assistant that searches when it decides to, not a search engine you rank in.
- Expect your customer's question to be rewritten, with their rough location attached.
- Assume results can come from outside providers or from OpenAI's own index and cache.
- Allow OAI-SearchBot and OpenAI's published IPs at the CDN, then stop touching robots.txt.
- Keep public facts in plain HTML, outside logins and script-only widgets.
- Fix your third-party listings and product data, because ChatGPT reads them.
